I agree with the first response... Have your husband review his contract Terms, Exploitation, and Accounts & Audit clauses.
Like the first response have a lawyer send them a letter in the event the publishing company is in breech of contract. The letter should indicate that the publishing company no longer owns rights to your husband's songs once the aloted months have passed with no response, and the contract isn void due to breech contract.
As far finding a lawyer. You can google a lawyer closest to you. Entertainment Lawyers in (type your city).

Depending on the contract verbiage that was used you should simply have an attorney send a CMRRR to the publishing company notifying them that they have 10 days to comply with all the components of the contract.
And, upon the 11th day coming around the contract is null and void due to breech of contract and that they lose all rights to the song, the use of the song etc. and that it now reverts back to your husbands ownership and he can peddle it as he sees fit.
Sounds like you got into a contract without doing any background checking? Your Bad, not mine.
Hope it works out. Remember always get a master copy of anything your husband does and keep it. It should be part of the agreement just in case someone fails in the future, you have your work in and on hand.
